Legal Research Fellow

We are seeking motivated law students for legal research, policy analysis, and administrative‑law work related to Philadelphia’s newly enacted horse‑drawn carriage ban.
This ordinance is new, evolving, and already facing enforcement challenges, creating a rare opportunity for students to gain hands‑on experience in:
** Administrative law (Dept. of Licenses & Inspections, ACCT Philly - animal control, enforcement mechanisms)
** Legislative drafting (proposed amendments, loophole analysis)
** Policy research (comparative municipal bans, regulatory frameworks)
** Public‑interest advocacy (community reporting systems, legal memos)
** Evidence documentation (statutory violations, compliance failures)
We are currently assembling a small team of Legal Research Fellows and Policy Interns who will work directly with our Philly Carriage Ban Task Force on:
** Drafting legal briefs and ordinance‑interpretation memos
** Preparing proposed amendments for City Council
** Researching liability and public‑safety implications
** Assisting with administrative complaints and enforcement documentation
** Supporting community‑based reporting and compliance monitoring
This is an exceptional opportunity for law students to play a direct role in strengthening the enforcement system that gives animal‑welfare legislation its real power. Passing humane laws is a critical victory — but without rigorous enforcement, those protections collapse into symbolism. Philadelphia’s horses urgently need legal minds who can help ensure these laws are applied, upheld, and defended.
