
Texas lawmakers are considering a bill to stop the puppy-mill-to-pet-store pipeline, H.B.3458/S.B.1652. The bill would ban the retail sale of puppies and kittens in Texas, while encouraging businesses to instead partner with animal control agencies or nonprofit rescue and foster organizations to offer rescued animals for adoption.
This legislation not only helps fight puppy mill cruelty, but also protects Texas consumers. All too often, animals bred in mills suffer major health problems that can lead to unexpected high veterinary bills or even result in the animal’s death.
