A federal bill, H.R. 7159 — misleadingly called the “Protecting Local Zoos Act of 2026” — would undo protections for big cats established by the Big Cat Public Safety Act by creating regulatory loopholes for roadside zoos and other animal exhibitors. This legislation would reopen the door to cruel cub petting encounters, allow the breeding and sale of big cats by non-zoological operations, and enable the import or export of big cats from foreign facilities. The Big Cat Public Safety Act has been highly effective at protecting animal welfare and public safety, and we must ensure that it remains intact.
