Animal Cruelty Investigation & Rescue Manager

The Animal Cruelty Investigation & Rescue Manager (I&R Manager) is responsible for managing successful animal cruelty investigations and rescue operations for Pasado’s Safe Haven, under the guidance of the Legislative Affairs Director & General Counsel. In this capacity, responsibilities include building positive relationships with law enforcement, animal control, prosecutors and other animal welfare organizations, case investigations, research, and logistics management. In addition, this role develops and produces training events (large and small) for a variety of professional audiences.
Responsibilities include, but are not limited to:
- Respond to animal cruelty cases including but not limited to investigative research and assisting law enforcement on responses; prepare professional Investigator’s Reports for cases when working with law enforcement and prosecutors
- Manage case investigation documentation, including the collection of evidence and ensuring chain of custody standards are met; ensure all cases worked are maintained in the I&R database with accurate and complete records, including photos and video
- Develop and maintain partnerships with veterinarians to provide case assistance, including forensic testing and expert testimony when needed to support a criminal case
- Provide professional expert testimony in cases when they go to trial
- Plan and manage animal rescues in partnership with external partners and PSH Sanctuary Team
- Support legislative initiatives through expert input and testimony
- Develop, plan, and lead in-person and virtual law enforcement, animal control, prosecutor, and veterinary training opportunities, as appropriate
- Correspond with prosecutors, law enforcement, public officials, and the general public in a professional manner
- Serve as primary contact for PSH Intake Team
- Monitor incoming cruelty reports during normal working hours; monitor emergency calls on a shift basis
- Performs other duties as assigned by management
Additional Responsibilities:
- Continually grow knowledge and understanding of current Washington State Animal Control laws
- Participate in legislative events, general events, and fundraising activities as needed
- Ability to maintain proper case confidentiality at all times
Required Skills/Qualifications:
- Minimum of 5 years’ experience in animal cruelty investigation, law enforcement or private investigation required; and experience/training working with animals preferred or equivalent combination of education and experience.
- Animal Cruelty Investigation certification through an accredited investigative training program.
- Must have a valid Washington state driver’s license and maintain a clean driving record.
- Must be comfortable working in a fast paced and dynamic environment while working with many species of animals.
- Must be a hard worker, detail oriented, with common sense, and able to think under pressure to make educated decisions for the organization and the animals involved.
- Must be a self-starter who is able to work independently and prioritize effectively, possess strong organizational, written and verbal communication skills.
- Must understand and accurately follow medical directions.
- Exceptional people management and communication skills; must be respectful, compassionate, and patient with all animals, volunteers, and co-workers; convey a positive attitude, maintain a calming demeanor, and remain non-emotional during stressful situations (e.g., animal emergencies, suspect confrontation, etc.);
- Must be able to handle high levels of stress and maintain focus and a positive attitude.
- Must be comfortable working with and under the command of law enforcement officials in a professional and respectful manner.
Preferred Skills/Qualifications:
- Must be passionate about animal care and welfare and be willing to perform a variety of physical tasks in all types of weather and conditions.
- Previous law enforcement or animal control experience a plus.
- This position can require long days of driving for case investigation and response throughout the state. The use of a company vehicle will be provided.
- Must have a flexible schedule.
- Must be able to emotionally handle disturbing animal situations and be able to perform requested animal care tasks.

Employment:
- Full-time, Exempt (40 hours per week)
- Hybrid - Remote and onsite at our Sanctuary in Monroe, WA
- Occasional weekend and evening coverage required may be required to respond to medical emergencies
- Local travel required
- Salary range $29-48/hr., starting salary range: $29-$35/hr. DOE
