Petition: Urge USDA to Protect Puppies from Unscrupulous Puppy Mill Trafficker

A puppy mill transport company called Subject Enterprise is subjecting vulnerable puppies to illness, injury, and even death.

The company transports puppies between the cruel puppy mills where they are bred to a notorious Iowa puppy mill broker, then transports them to pet stores across the U.S.

The Animal Legal Defense Fund has filed an official complaint urging the U.S. Department of Agriculture to investigate Subject Enterprise and revoke its registration to operate as an animal transporter under the federal Animal Welfare Act. This action would protect more puppies from suffering and dying in transport.

As an animal advocate and a supporter of the Animal Legal Defense Fund, I care about the well-being of animals and the proper enforcement of the Animal Welfare Act.

Puppies are among the most vulnerable animals on Earth, and they depend on people to secure their health, welfare, and humane treatment. When puppies are bred commercially and transported for commercial sale, it is the responsibility of the U.S. Department of Agriculture (USDA) to ensure that the protections afforded to them by the Animal Welfare Act are upheld.

The Animal Legal Defense Fund has uncovered information that numerous puppies have been injured, sickened, and even died under the care of Subject Enterprise, a current Class T – Carrier. This information makes clear that Subject Enterprise provides inadequate animal care, including apparently failing to seek veterinary care for puppies infected with highly contagious parvovirus — instead attempting to deliver these ailing puppies to pet stores to be sold to unsuspecting families. Multiple additional puppies have died during transport by Subject Enterprise, including “Chihuahua 181615-01” — a puppy who died after being dropped while in the company’s care and never even got the dignity of a name.

Subject Enterprise’s neglect violates the Animal Welfare Act’s requirement that dogs not be “dropped”; that carriers “avoid causing physical harm or distress to the dog”; and that carriers “ensure” that the dogs they transport are not “ill, injured, or in physical distress” — and that if they are, they “must not be transported in commerce, except to receive veterinary care for the condition.”

It is imperative that the USDA launch an investigation into Subject Enterprise’s inhumane practices and revoke or suspend the company’s registration to transport animals under the Animal Welfare Act. I join the Animal Legal Defense Fund in calling for these actions to be taken immediately to prevent more puppies from being harmed by Subject Enterprise and protect consumers from unknowingly purchasing sick or injured animals transported by the company.
